Russian energy strategy and new forms of Russian-Chinese energy cooperation on the Far East

The paper reviews various features of energy cooperation between Russia and China in terms of deteriorating international relations in North-East Asia. The goal is to analyze the features of energy cooperation of China and Russia in the Far-Eastern extent and to consider new forms of energy policy for enhancing its efficiency. The research is topical because in terms of economic downfall Russia needs new methods of interaction with China to accomplish Far East development. Multiple-factor analysis on the ways of alternative energetic development proposed. It is necessary for Russia to provide assurances of long-term investment in natural gas, secure state regulation for energy tariffs, and to create strategic oil and gas reserves to ensure stability and predictability in regional energy security. The conclusion is made, that to protect its interest, Moscow should actively leverage to the relations with Beijing, for instance with alternative energy. The significance of the work is in analysis of the energy security of Russia in the conditions of uneven regional development and negative prognosis on future trade development. Results from this study could be useful for policymakers, diplomats and lecturers, as they work to create a security model in the Asia-Pacific region.
